The Administrator is appointed by the Mayor for a period of two years and has custody of the books, records, and papers of the Village and of all official reports and communications to the governing board. The Administrator also acts as Clerk to the Board of Trustees. The Clerk performs various duties, such as preparing the assessment and tax roll, collecting taxes and special assessments for local improvements, issuing licenses and permits, and maintaining vital statistic records covering births and deaths in the Village. As Treasurer, the Administrator is Chief Fiscal Officer and is charged with keeping records of all receipts and disbursements of municipal funds, investment of those Village funds not needed during the current month, and the sale of bonds and notes.
