ROAD WORK MESSAGE FROM THE MAYOR
In a
follow-up to last week’s email and to clear up some confusion, I am sending
this update.
You may
have noticed that some of our Roads have been recently repaved. These roads
that were paved first were the roads where National Grid needed to perform
upgrades in their system. As a result of a significant negotiation with
National Grid we were able to have them pave the entire street curb to curb,
instead of a quick patch over where they dug up, as a normal condition of their
process.
In addition
to the work they have already completed resulting in repaving of our Streets,
National Grid has additional gas main replacement work planned for the spring
and early summer; which also will result in curb to curb re-pavement of the
Street.
This
upcoming project consists of the following roads
Salisbury
Avenue from Dover Parkway east to the Village line
Dover Parkway just north and south of the intersection with Salisbury Avenue
Elton Road from just south of Salisbury to the LIRR dead end
Fernwood Terrace from just south of Salisbury to the LIRR dead end
Dover
Parkway between Salisbury Avenue and Tulip Avenue
Cambridge Avenue between Carlton Terrace and Elton Road
NOTE: All residents in these areas will be notified
by National Grid prior to the commencement of work and all roads should remain
passable and all driveways accessible during the work, with a few, limited
exceptions
We are
fortunate that this gas main replacement project will not only make the Village
safer, but has resulted in the repaving of several roads at no cost to the
Village. The road work is being done by National Grid’s contractor and it is a
simple mill and pave operation, not a full road reconstruction.
In
addition, the Village completed an engineering road survey several years ago
and recently updated it, identifying condition of streets by category,
therefore identifying the priority of paving.
For this
year, the Village itself, with Village engineer design and oversight, intended
on re-paving Chester and Salisbury, since these are the major pass-through
streets, and their category was poor. A $400,000 grant was secured from
former Senator Elaine Phillips for road work a couple of years ago.
However, we were informed by the state that these funds are now frozen.
Since each
road, Chester and Salisbury would be completely stripped and the under base
repaired where necessary, our engineers estimated a cost of approximately $400K
per road. This is more extensive work than is being done by National
Grid’s repaving. Based on the loss of the state funding (which we hope will
be restored in the future), we (the Board) decided to pursue only Chester at
this time, using $400K of our fund balance and wait until we receive the
State's $400K to complete Salisbury (unless the bids come in more favorable
than anticipated).
All other
roads in need of work will be planned in the future, based on the category of
condition. I am NOT sure when that will happen.
I hope that
our residents are understanding and appreciate what we're trying to do without
bankrupting the Village in these challenging times. I know everyone wants their
street done, but there is a very logical and fair process we're trying to
follow.

ELECTION TOMORROW
The Village Election
will be held tomorrow, Tuesday, March 16, 2021 from noon to 9 p.m. at the
Village Hall. The election is
uncontested. Mayor Mike Onorato and
incumbent Trustees Barbara Arciere and John Egan are each are running for
another four-year term. There is no
Village Justice candidate.
